I looked at a 510 from around 1980 the other day. It was "cold" when the seller started it up. When he turned the handle to change the speed, it didn't react right away. He said the belts needed to warm up 1st. Sure enough, a few seconds later the speed did begin to change.
What issues can cause this problem?

More likely that the FLOATING sheave needs lubrication.

Just a word of caution. 510's came out around 1985. Nothing wrong with an older machine retrofit to a 510, but for example it may or may not have a two bearing quill (1984) which generally would be in a machine manufactured as a 510. Nothing is for sure with quills except checking, as the one and two bearing quills are interchangeable on Poly-V machines.

BR, I'm surprised that the dial could turn without the sheave moving. I didn't think the teeth would allow that.

The knob/dial moves the control sheave. That alters the tension of the motor belt. The floating sheave on the motor shaft responds to that change in tension and restores the tension thus changing the speed of the quill shaft.
BTW the indicator ring only reacts to knob rotation - NOT controlled by anything that directly controls speed.
