Uneven Manual Torque Rotation

I’m a new and proud owner of a used mark v. I’ve performed the standard 25 hour maintenance. I’m getting things tuned and noticed there is a difference in the amount of resistance when rotating the spindle of the headstock by hand. When it is turned on there is no noticeable issues to a novice such as myself. Just wanted to check if it normal or if a belt or something else needs to be fixed. Thanks in advance.

If the belts are original and the machine sat unused for many years before you got it I suppose the belts could have developed a set. If it runs ok I'd just wait and see if the issue goes away as the belts flex with use.
