I just took a look at my fence and quadrant on my jointer and I think the crescent is part of those assemblies. I think the quadrant moves on that crescent. I don't see it in the parts diagram so it may be part of the fence. Are there any holes in the crescent to attach it with bolts? Take the quadrant off the rail and check it.

Yes, idh, it (the crescent shaped part) rides in a groove in the quadrant and appears to be pinned in place on the fence with two taper pins.
I talked to Jan and Linda and have learned that it is not available as a repair part nor are the pins that hold it in place.
These are intended to show how the quadrant and the fence mate with the crescent part incorporated.

The crescent part should be permanently affixed to the fence.

The quadrant and the fence mate with the crescent part functioning like a trunnion.
The fence, the pins and the crescent part are all part of one assembly. The crescent part and the pins are not maintenance parts and therefore are not available for purchase from Shopsmith. If I cannot make this work, the only alternative is to buy a new fence with the crescent premanently attached.
I shall make it work!
