Headstock Quill lever Allen Screw?

OK I guess now I do want to get that screw loose although I am starting to feel like I have a screw loose with everything I have tried to get this darn set screw out. I tried to reassemble it and because the screw won't tighten down on the quill spring Assembly, I can't get any tension on the spring. Not sure how it was working before I took it apart, since the screw was puttied into that position. I think I need to find someone who can drill it out for me.
Although it might be easier and cheaper to buy a headstock shell from ebay.

ok took it to a friend of mine he had the right tool and got it out. Thanks everyone for all your help and suggestions.

Sorry it was only because I didn't know what it was called and forgot to ask him, but it looked like one of those grabit bits with a T-handle. I usually don't see my neighbor until the weekend so might not get the true answer until then.

Perhaps a T-handled allen wrench????

No, it looked more like a weird drill bit, but it wasn't spiral like most drill bits.

Congratulations Jeff, I am sure that you are relieved that you did not have to drill out that set screw.

yes I think that is what it was an "easy out", I googled it and that's what it looked like.
