Ok, let's plug that badboy in: I flipped the switch for the motor and she ran good. I slowly inched up the rpm's and she went well up until I hit max then it went into low speed. hmm. I backed it down a tad and it went back up in rpm's. I did it several times and it did the same. Possible causes?
I also flipped the headstocks quill in and out and it seemed a bit scratchy but returned nicely. I had it in the fully out position and checked it for endplay and it was quite noticable, maybe approx .010 of slop. That is not good for what I will be doing.
He lost the jacob chuck so that would add on to my expense. No sawblades, no manual and no other goodies thrown in the deal. He is asking 400 bucks. i have other ones to look at that have more accessories for 400-500. (ie bandsaw, vaccum etc)

Yes they are also referred to as brownies. When repainted, the closest color(rustoleum hammered) is gold.
I wonder what was slipping at higher speeds. If he did not know about vertical, he probably did not know to lubricate either! It is possible the belt is too long. Once the floating sheave is fully compressed, it cannot respond to the decreasing control sheave diameter.
If run out is an issue, maybe you need to be looking at model 10E or 10ER's.
