Is that intarsia or just inlay? or is there a difference in the long run?

What do I know? My first thought was intarsia. It is probably inlaid intarsia.

I assumed it was hand made but it could be something else.

The rest of the table is impressive in its own right.

Intarsia is 3D with varying levels. It would be marquetry which is very similar to inlay except that it is usually in greater detail and hot sand is used to scorch edges of some pieces to create shading and the hint of 3D in a flat surface. You will notice that the bottom edge of the shell is shaded creating the illusion of a shadow as if if were raised up.
