I remain interested in posting video segments directly to the forum. I am playing with some tools that I hope will allow me to do that. Please try to ignore any posts that are made, to that end, that are not successful.
I believe this can be done on some other forums but I do not know what makes it possible there and not here.
It can be done by posting a link to an existing you tube video (url) but what I would like to do is avoid the you tube connection.

I don't think it is possible here. Well, it may be possible, but just not enabled. That functionality would have to be enabled by the forum administrator. He would probably have to enable HTML tags in the posts and that might be a security risk. It might also require an update/upgrade to the software, but I'm not sure.
YouTube offers two versions of their embed code for embedding videos on forums or websites. I've tried them both here, and neither work.
On another forum I'm on, the "old embed code" worked, but the newer "iframe" based code didn't. The admin there recently updated the forum software and now neither of those work anymore. Now, the forum has a built-in YouTube tag and we can just put [youtube] and [/youtube] tags around the web link and it will display the video.
Testing bbcode and html tags:

As you can see, the html tags are disabled here...

Yes, I think that I remember when html tagging was changed here on the forum. But...I am not certain that I know/understand why it was done. I seem to recall it having to do with spammers. If that is accurate, I would have to ask if there really is an indication that i wast successful. We continual to have those nuisance spammers.

i.e. they are signing up as a 'normal' new member. IIUC enabling html... creates an open back door which can be shut only by disabling it.

To be clear - adding streaming video support via youtube or similar would cause zero bandwidth increase, since its equivilent to the iframe/embed type stuff. It would cost money to upgrade from 3.5.4 to 4.x.
