This control assembly looks to be a prototype. I can see the blue they used to layout the graduation marks. The tool marks Burs and bluing left on the back side of the face indicate hand layout and pre-production machining. Here are some more pictures.

Now I am wondering what is in the head-stock too.

The grey is hand painted, but where I scraped it off, it is bare aluminium so no hints there.

The speed markings are on the dial (tick marks on the edge). They line up with the arrow under the normal switch location.

This speed control works by the way.

Though the prototype suggestion is intriguing, I’ll wager they either got it without the original dial (or lost it later), maybe some other parts as well, and this dial was built to replace the original.

Though considerably less informative than what we’re used to, the marks on the dial suggests the person had some sense of what was needed so far as the dial was concerned but that, along with the other, incorrectly positioned, parts suggests a good bit of basic jerry-rigging aptitude was used just to make it workable.
