Windows snipping tool is used to capture screenshot on windows. You can open snipping tool by searching "snipping tool" in windows 10 search bar.

While not conclusive, I am suspicious that this post has many of the attributes of Spam. ie.

The new members first post revives a two year old thread, that is not Shopsmith related, and contains a link, (that I didn't open ) to an unknown web site.

Ok, so just regular spam then (link to generate traffic on their web site), I was concerned that there might be malicious software embedded, but it looks like the site is legit.
