Ok. first the saw blade should be mounted on an arbor, not in the drill chuck.

With regard to the speed, your speed changer is not set up correctly, here is a link to the manual for the speed changer.

I'm thinking the M II Wards unit labled with the Powr-Kraft Branding but I could be wrong about what he is referring to.

I would refer to that as a Monkey Wards Power Kraft "CLONE".

OK, looking at this picture, the speedchanger is set
to slow. Look at the belts. Belt from the motor
pulley is "small at the speedchanger," and the upper
belt is large at the speed changer. Both decrease
tool speed.
Crank the speedchanger knob. But, NEVER without
the belts moving. If not powered, put your sanding
disc, and rotate while moving the speedchanger crank.
