Not sure "padded" is the word I would use. They look like a small, reddish piece of confetti, and they go between the grub screw that holds the insert in the chuck and the insert.

I have seen something similar. The grub screw (locking) backing screw frequently would deform the cup of the lower set screw. The solution was to insert an appropriate sized piece of hard leather from a hole pinch between them.
Could that be leather?

Not sure about the one JPG posted, the ones that came with mine look like micarta (layers of fabric embedded in resin)

I am not sure either. I just noticed this was similar to what I had seen on some other gear that had leather punch outs used. If I remember right the guy talking about it was in his shop punching additional holes for his belt when he came up with the idea as one of the punch outs rolled over by a setscrew.

Teknatool calls it a Fibre Washer. I do not think it would make a difference if you make one out of leather if you do not have one.

Another option might be lead fishing weight, one of those round ones that you might have in your tackle box if you are into that sort of thing. This is an old tip, I don't know if they are still lead but the idea stands no matter the material, if you can squeeze it closed on fishing line it will work.
Of course it best to use what was provided.
