If you are going to repaint it you only need to get all the "gunk" off and the old paint off that is loose, peeling, etc. In your case most of the finish on the cast parts looks pretty good. The Belt Cover, Miter Protractor, Upper Blade Guard and similar parts look better if all the paint is removed prior to repainting. It will give you a smoother finish than having raised areas from old paint. The Headstock, Base and Arm, Carriage and other Cast Iron parts are a rough texture so new paint will cover minor imperfections.
