It ought to work. Clamping and hot water are opposite approaches. Clamping compresses a part of the drum that retained it's original size while the rest of the drum became permanently compressed by the sleeve after a long time. The water allows the compressed rubber to expand to it's original dimensions. Doing both should get the compressed and uncompressed portions of the drum to approach the same size.

I assume warm water softens the material and increases it's elasticity so the permanent bonds in side the foam cells of the material would be light adhesions that can stretch so the more solid portion of the material can return to it's original shape.

Update: I decided to take a caliper and check the ID for each of the sanding sleeves and the drums. The variance from .54mm to .81mm for each of the drums. They had been compressed for so long that they needed a lot removed. Chucked them on the SS and used a sand pad to take them down until the sleeves would just fit. The talcum powder helped. Almost three times as much as pictured was removed from the three smaller ones. A gust of wind blew it away.
