With one exception. The base plate is 3 1/4" x 5 3/4".

Yes my questions were in the form of (guesses) statements looking for 'correction' if inaccurate.
NEVER be reluctant to correct anything I say!!!!!!
So apparently there are at least two versions. The "+" makes adjustment method(s) obvious and explains the reason for the 'slots' in both axis.
Sadly the one I have acquired has only a single 5/16" hole where the knob attaches. If the original plate had a similar "+" milled into it and it was steel, considering the condition of the rest of the jig, it would have appeared hopeless and was probably discarded.
Seems I will need to be more 'creative' than at first envisioned.

There is no doubt in my mind that it shall become functional again! May need to make some parts out of 'hard'wood though!:D

JPG, for the model tenon jig you have, the steel base plate has one recessed slot centered in it for making the adjustments. The plate is held and locked in place using a carriage bolt, with a knob similar to the one used on the newer model. The slot is a bit wider than the square part of a carriage bolt (so the bolt doesn't rotate when tightening the knob) and the recess prevents the head of the bolt from protruding below the steel plate.

Thank you. You just described what I have drawn up except I included a 1/16" deep slot for the miter bar so I could use a 3/8 x 3/4(trimmed to ss size) bar stock.

That looks about right. The slot and recess is offset about as you show it, with the recess 1 1/4" in from one end and 2 1/4" in from the other end.
