Two good ideas, thanks guys. Think I may try the Q-tip first, dry, and see how much if wants to leave fibers behind.

A quick experiment shows the Q-tip kind of works. It gets the urethane down the hole ok but it wants leaves fuzz behind. You can only get 2 holes per Q-tip (one on each end) before it want to leave the entire cotton piece in the hole.
Maybe an eye dropper with a latex-gloved thumb over the bottom of the hole?

Craft stores like Hobby Lobby or Mikel's have fat pipe cleaner looking things used for craft projects. I think they would work for applying urethane to the inside of the holes.

Somewhere along the line, years ago, I picked up a little plastic bottle, maybe 2 inches tall, with an accordian pleated body and a long tapering nozzle in the cap. Squeezing the bottom of the bottle with your thumb pushes fluid out the nozzle, sort of like a plastic oil can. If you can find something like that you could tape the bottom of the holes and then use the squeeze bottle to fill the holes with urethane. Wait a couple of minutes, then remove the tape and catch any unabsorbed urethance on a cookie tin or piece of plastic sheeting. Just a thought.

Get a 'feeding tube flush syringe' at yer local pharmacy.
Has a tapered snout slightly less than 1/4" at the end with a body that will likely contain enough to fill all the holes. I like the plug bottom for a few minutes idea.

How about using a toothpick or glue injector?
