Rockler and Horror Freight carry them. Home Depot and Lowes both sell 12" Delta disc sanders and probably have the discs also.

Locally, I've been unable to find anything larger than 8" pads. That includes Lowes, Home Depot, Horrible Freight, and some other local entities.
I order my pads from Shopsmith, but I think a lot of people on the ER Yahoo group use
