PS I think that the grounding of the machine through the power cord is sufficient for static discharge protection.
I am not a computer guy, but from my very limit experience, I would think there are a more higher volume fan then a computer fan, I mean that is better then nothing, but is there something better? Just my 2 cents worth.

At this time can't say if it blows toward the motor or away from it. But to hazard a guess, I'll go with toward the motor.

I would think if there is an in take front of the motor you would want a fan to suck/induce a draft to the outboard side, the reason I say that is for most air exchange it is easier to suck then blow, an yes JPG will get all involved here on fan types ext, but to move air against its natural direction takes much more force, example, you have a Leaf Blower 2 Million CFM, and are trying to blow leaves against a 10 MPH breeze, you will loose on pure volume of air. You may get some, but the others are just going around you

According dmelensons post at the beginning of the thread he said that he ran the machine with the belt cover off and there was a lot of air flow coming from the unit so I will assume that the air flows from the front end to the back end towards the auxiliary shaft. If the air flow is sufficient with the cover removed then it should only be necessary to add some flow through the cover. Insufficient air flow will only cause the air inside the headstock to stagnate and the heat will rise to an unacceptable level.
It is similar to an HVAC unit in that a room has to have a cold air inlet and a warm air return.
I don't run my machine at the 9000 RPM limit much at all so I am not really concerned. If I were moved to make a modification I would seal the logo plate on the rear of the headstock to prevent leakage and to direct any air flow over the motor and the electronics package.
