Darn - Shopsmith phones are down until 8 AM Eastern time on Monday. In addition to your e-mail, I recommend a phone call.
Yes, the fiber washer could be worn down allowing in/out movement and a little wobble. My fiber washer got worn or compressed and I filled that gap with several pieces of bond paper cut like washers. However I doubt the wear in the washer could cause that much wobble.
Maybe the axle is worn from previous dry bearing. Such an issue would not have happened in a short time, but continued blade use over time with no changes would have made such wear not noticeable.
You can take a measure of the diameter of the axle and save that for Shopsmiths information.

Not likely, but they might 'fall' out when the wheel is off the shaft.
B4 calling CS, measure the shaft od both near the end and the opposite end. Measure a couple of locations around the shaft. An accurate 'measurer' is assumed(micrometer/vernier caliper).

I checked the shaft and it appear that is my problem. Looking at the parts exploxion its looks like I have to order the entire upper wheel arm and axle, part number 502687. I don't see just the axle. Am I missing it?

Verify you have the correct
number of needle bearings in the hub.(ask CS)

LOOK AGAIN AT THE EXPLODED DIAGRAM - PART #19. That smaller round protrusion at right angles to the arm is the axle.
How did you find the arm (shaft) to be your problem? You earlier checked it for cracks, but found none.

I think he is looking at an older manual with the 'older' part number, not the online stuff.
Yes I also be interested in why a sudden 'aha' moment. Did the shaft measure out of round?

As suggested, I measured the shaft and it was (worn) different thickness on both ends and thicker in the middle.
