Do not panic!
Adjusting towards fast with pulleys not turning will not normally inflict damage.(the control sheave is being 'opened up') An exception is if the control sheave is 'stuck'. Look through the access port to verify the control sheave is opening up.
The reverse is what causes damage(adjust towards slow = closing the idler pulley = squeezing the belt = excess stress on speed control(most of it).
I think you will eventually 'discover' that the floating sheave on the motor shaft is stuck(the spring is not closing it to maintain tension)
After setting it to 'fast'(without pulleys turning), the motor belt will be slack.
Now rotate the lower pulley(on the motor shaft). If after a couple of rotations the belt has not been tensioned, the floating sheave is stuck.
