Circuit breakers do not trip at 80% of rated current.

15A receptacles may be used on 20A branch circuits since a 20A plug will not fit.

However a dedicated(single receptacle) branch circuit must have a 20A receptacle.

FWIW 20A receptacles will accept both 20A and 15A plugs.(the pin configuration is different).

Ok but most appliance ,,,or SS ,,,,don't require 20 full load running amps or a 20 amp plug .

Agreed, one does not have to wear their hat on their feet.
