Please help identify "extra" part after reassembly...

Got a part left over after putting my greenie back together and need help figuring out what it is. I was all proud of myself for taking photos as I went even though I was sure I could put it all back together without them since year machines are week though out.
Turns out I don't see this part in any of the photos and I can't place what it is from.

Is the washer like object. Not sure what the little wing screw is either if you know, but the washer is the important one. The screw was with the ss but may not even be from it.
I thought the washer was from the shieve spring but seems not.
I just finished taking the whole machine apart with the exception of the motor and the actual quill shaft so it could be anything, but I think it is from the headstock. I cleaned it all up and polished it, put it back together without the motor, which needs a new cord, so I don't lose anything. I've got to get some bearings and a and paint, then I'll finish it up right... Hopefully with no left over parts!
