What are these screw holes for?

What are these screw holes for?
I have a 2005 anniversary headstock with two screw holes just above the vent plate. I don't know their purpose. I believe this hs came off a 520. Thanks in advance for any help here. The screw holes look to be a part of the hs casting. I'm clueless here. Thanks again. I have added a picture.

There is a plastic guard that can be installed there to prevent you from grabbing the hub while its spinning. It comes standard on the powerpro headstocks for example.

I think that the guard was originated so as to qualify the headstocks for sale in Europe. I understand that it is required to meet saftey requirements. The guard has been around for quite awhile.

Look at the second photo, that's the plastic guard. As dusty notes, European regulations are the reason from what I understand as well.
