Quill Not Returning to 0

Not sure if I am using the right terminology here but the quill that extends the arbor does not return to 0. Meaning I think it should go back a bit more. Is this photo normal? Shouldn't the guard sit flat against the headstock?

Another question might be what is missing from your shopsmith.

Notice yours stops closer than the rubber bumper(missing) will allow(the bumper acts as a soft stop).

Ah, so there is a part missing? Could one be made from rubber gasket material?

I have never tried this but I think that an "O" ring with a cross section of about 1/8" and proper diameter may work until a proper replacement can be obtained.
