Franklin 3/4 HP motor skipping, assembly woes

I reassembled my Franklin 3/4 HP motor. It wouldn't start so I replaced the capacitor and switch. Thankfully it now starts up and runs mostly fine! Unfortunately I have a few hurdles left. They can be seen in the following youtube video:

1. At about the 16-18 second mark (here) you can hear a "popping", where the motor seems to skip for a moment. That doesn't seem right! I'm not sure what it is, but so far my guesses are: faulty wire connections, or the capacitor I used is wrong. The capacitor is a 270-324 MFD start capacitor from Graingers. I didn't see any markings on the capacitor in this motor so I got one that matched the newer 3/4 HP AO smith motors.
Warning! I've made up a few names below because I'm not sure what the correct terms are, namely: "spring washer" and
"captive bearing sleeve".
2. At the end of the video (here), as the motor spins to a halt, you can hear some metallic..."grinding". It's not as bad as you'd think just reading the words! I suspect it's the spring washer used to engage the rear bearing, as seen in the picture below:
The spring washer goes into the captive bearing sleeve before the bearing itself (in the order shown in the picture), the two are held in place with a washer and bolt. The sound being made makes me think the bearing is not properly held down and the outer race is being rotated (along with the spring washer).
These two issues have me pretty stumped. I'm not sure what to do about (1) except rewire everything and see if that works, maybe the capacitance value is wrong so that could be fixed. For (2), my only guess is to try and add some shims between the outer race of the bearing and the captive bearing sleeve and see if that stops it from spinning around.
Any advice would be 100% welcome, you guys haven't let me down yet!
