60's vintage Mark VII

motor will not start now. just hums when power it switched on. speed was turned down prior to shutting off. I am not sure if the problem is the capacitor or the relay. I can look up the test for the capacitor, but I do not know how to test the relay other than replacement(expensive). the relay was replaced once a couple of years ago.
any thoughts?

Try cleaning or blowing the saw dust out of the motor. There may be saw dust in the way of the centrifugal switch.

A likely suspect is the power switch which controls direction by switching the start circuit.

Which indicates the start circuit itself(or power switch) is not functioning correctly.

Time for some continuity checks.
