What do I have going on here?

I can't change the speed dial setting with any effect here's the inside https://photos.app.goo.gl/PhWupuamyJgrmU136

How do I fix it? When I turn the dial it seems to move the metal piece up and down not along the teeth like it should?

Not relevant to your problem, but that loop belongs on the other side of that black spring.

What metal part moves up/down? The one marked "x"?
