setting the hi speed stop

I am attempting to reset the hi speed stop. I do not have a tach. If I set up so that the drive belt rides right at the the edge of the motor pulley will the speed be 8400.

closer to 5200 +- effect of belt wear

Sample size of one, I set one that way, with the belt near the edge, and measured about 6350 with a tach.
