We have no idea what it is. Any ideas would be appreciated.

Is a tool for recutting the seat in a faucet where the washer seals.

Folding Ruler
I have one. They are perfect for measuring inside dimensions accurately which a tape measure cannot do. Unfold the ruler inside a drawer and extend the portion from the end of the ruler until it hits the side of the drawer. You will have the exact measurement.
