Unknown Tool

My friend found this tool in His Fathers old tool box.
We have no idea what it is. Any ideas would be appreciated.

It's a folding ruler... (sorry, couldn't help it).
Could it be an old fashioned faucet seat reaming tool?

The "other" tool

Is a tool for recutting the seat in a faucet where the washer seals.

I have one. They are perfect for measuring inside dimensions accurately which a tape measure cannot do. Unfold the ruler inside a drawer and extend the portion from the end of the ruler until it hits the side of the drawer. You will have the exact measurement.

I do not believe the one shown has the 'extension'. It unfolds to 24".
