headstock sticking

headstock not sliding smoothly, seems to get hung-up and leaves marks on waytubes, tried waxing and rotating with no results

sounds like maybe you got "something" on the lock wedges.

Agreed. You might try pulling the headstock off & checking for grit/crud (not a technical term) on & around the lock wedges. If you have a compressor, blow that stuff off, blow out the headstock & lube it if you haven't done it in a while & put it back together. That'll probably do it.
