If I had the problem, I would replace the warped member. You have indicated that that is not an acceptable coarse of action.
With that in mind, I would then plug the existing holes and then drill new holes to fit the warped piece.

I took JPG's suggestion and filed away the top 1/3 of one dowel and the bottom 1/3 of another and then rounded the flat portion so that they would fit. Then I fitted them, did some more adjustments and refitted. When all looked right I put broken toothpicks in to fill the gaps, glued and clamped them. The result is that both ends are FLAT. My original plan would have left one end at an angle. The warp is now in the center and not even a discerning eye can tell. I'll post pictures after the project is finished.

Also in midst of improvising a blind bearing removal tool. The HF cheapie is too big and the 'good' ones are too $$$$$$$:eek: The idler shaft has two bearings in the eccentric like the newer MV one. 5/8" id. I also need to pull a live center bearing(12mm). Still in tear down mode.

Warped Board Update with Pics
On the initial post I asked for recommendations on how to straighten a warped (70 year old) board and included a picture showing how much it was warped. JPG had the best recommendation, in my judgement. Here are the results of restoring this bench along with the original picture of the warped board.
The second pic shows the board as it would be if I cut off the dowels and just glued and screwed it to the end piece. Next are the pieces followed by the assembly showing the board attached to each end piece. Not PERFECT but if you weren't looking closely you would never notice.
