It is either an original paint job or a very professionally done job, I suspect the latter.

You got a fantastic deal, lots of accessories and it certainly looks well maintained.
It is an odd colour scheme, and not one I would choose, but as they say "beauty is in the eye of the beer holder".
Regarding a date: from information put together by Skip Campbell on the Yahoo 10ER Shopsmith Users forum, late 1949 or early 1950.
