If you look at the front of that tractor there are 4 holes around one large hole. That large hole is an opening to the end of the crankshaft with will run a hydraulic pump for a loader of fork lift attachment. Also look at the front axle it is built narrow to go between the rows.

A number of the tractor manufacturers built tractors similar to that in the 30s and 40s. They were called orchard tractors. The sheet metal probably allowed them to drive through orchards without tearing branches from the trees.
This one looks quite similar to the McCormick Deering one pictured on this site.

Looks like an old grove tractor. They used them a lot here in Florida to protect the trees and keep down the dust. They could go close to the orange trees with out worrying tangling the tree limbs in the wheels. Also in the sandy soil it kept down the dust. Most here were Internationals and a few Fords and John Deere's

This one looks like a match, if you put covers on the front wheels.

Sorry, been busy and just saw this. Yes, it looks to be a McCormick WO (or WDO if it is a diesel). Most makers made an orchard model or two.
