Don't know about your area, but around here that would be above market price. Nice clean ones usually languish on CL at $500, and sell when the price drops to around $400. Every year or two, a nice one will pop up for $200 or so. That one has a rusty table and a missing part, so will need time & money to get in good condition. The seller does say that the "asking price" is $450, signaling some flexibility. And it's been on the market for a month. I'd check on the cost of a replacement crank and decide what you would charge yourself to restore the table. Then deduct those from the asking price, and make an offer (contingent upon everything being in running condition).
