Read my instruction manual re: adjusting the scale on the bandsaw. Here's what I found. (not verbatim, but in my words)
1) Loosen the tension completely
2) Loosen the screw (mine is a round head #2 phillips) at the top of the stamped, metal scale.
3) Line up the red spring with the left edge of the metal scale
4) Tighten the screw
5) Install a 1/4" blade and tighten tension to 1/4"
6) Spin the wheels by hand several revolutions to make sure the blade is tracking.

Here's a Photo of what mine looks like with no tension:

Did you find the instructions to adjust the tension indicator? It's fairly easy to do. Also the tracking problem may be caused by the tilt on the upper wheel being incorrect. See the link to the Ask Smitty in the July/August 2004 Hands On. Caution, the regular page is the correct amount of tilt 1/8". If you download the PDF it has the wrong measurement, it has 2-2&1/2", this could damage your band-saw.

Good luck.

Gary:

Another note on re-greasing the needle bearing on the upper wheel; Some older bandsaws had a type of wire coil to secure the wheel in place. It is practically impossible to remove it without destroying it. Before you do this maintenance task, order a new "snap ring" retainer (517642) so that you won't have to suffer downtime.

Hey, don't forget, when you are done using the bandsaw, back the tension off the blade. I usually put a twist tie around the blade to remind me to retension the blade before using it.

If you don't you will create a depression in the bandsaw tire and it could lead to tracking problems.
