Shaper Insert Offset Hole Normal?

I recently purchased the Shaper (sander) fence and it came with the shaper insert. I went to use that today and discovered the hole in the shaper insert is off center as shown in the photo.

Is an off center hole "normal" in the shaper insert?? (My drum sander insert, on the other hand, is centered).

Yep that is what they look like.

My guess is because you would always want the holes for the fence to be even with the outside shaft of the shaper, and let the cutting edges only protrude. While with the drum sander it wouldn't matter.

However it's only a guess, maybe someone smarter than I could give the real reason.
