Over says "I have nothing else to add to this communication" while Out says "I'm gone for now, do not expect an immediate response".

Out means I ain't gonna listen nor reply.
The communication is complete when all parties say/transmit 'out'.
Then and only then others who wish to initiate communication on the same frequency can begin. I be ignoring 'break' for simplicity.
If anyone who has said 'out' desires to communicate further they must initiate a NEW communication sequence.
