Over means your turn to talk. I am listening and will reply when you say 'over'.

Out means I ain't gonna listen nor reply.

The communication is complete when all parties say/transmit 'out'.

Then and only then others who wish to initiate communication on the same frequency can begin. I be ignoring 'break' for simplicity.

If anyone who has said 'out' desires to communicate further they must initiate a NEW communication sequence.

JPG do you mean all those 50 and early 60 TV programs where the hero right before the big suspense filled scene would shout “ over and out” into the radio were wrong?
I find that hard to believe. :D
