Large Staple?

Large Staple?
Pulled this off the pavement on one of my walks. No idea what it is used for but it is all rusty and didn't belong on the roadway. Anyone know what it is for?

It is to hold electric cable to wood studs, etc. (Eg Romex)

When I was a kid my neighbor gave us a few that looked like that for trapping, he worked for the utility co . I believe they strapped cables to the poles .

I believe its primary purpose is flattening tires...
