Large Staple?

Pulled this off the pavement on one of my walks. No idea what it is used for but it is all rusty and didn't belong on the roadway. Anyone know what it is for?

It is to hold electric cable to wood studs, etc. (Eg Romex)

I'll add some dimensions, it is bigger then it looks.

Scale is huge. Landscape staple perhaps?

When I was a kid my neighbor gave us a few that looked like that for trapping, he worked for the utility co . I believe they strapped cables to the poles .

I haven't a clue, but ya gonna need a BIG hammer!

Stapling railroad ties together came to mind, but that be a WAG.
