Well we now know why the knob was crooked. It appears the set screw causing the knob to get cocked on the shaft.
The quadrant gear is causing the bind at "F" due to the wear on the steel plate on the arm of the quadrant gear. There is a depression worn into the steel plate that the control sheave button is 'dropping' into.
I would get a new quadrant gear from SS. I think the worm gear shaft is salvageable, but you will need to make sure the knob gets aligned to the shaft correctly. The set screw and the shaft are apparently boogered.
I would cut off the excessive bolt length that replaced the tension pin pivot.

Now about the knob. The pic is out of focus, so this may not be accurate. It appears you have a repaired knob since it kooks like the gear has been replaced. Usually that is a good thing assuming the bore for the shaft is correct(it looks worn).
Is the set screw easily going all the way into the bore area and are the threads good on both the screw and the knob?
Does the knob mount correctly(square to the shaft) on the shaft with the shaft out of the speed control?

I am in agreement with what JPG is telling you. Get a new quadrant but while you have it all apart check the worm gear shaft, while it is out of the rest of the speed control, to see if it goes in into the handle and the set screw seats correctly. If either of these are a problem, consider ordering them too. Some light "clean-up" to remove burrs on the end of the worm gear shaft may save it.

Following your advice I got these:
New stuff looks nice.
I cleaned off any flash, test fitted the pieces, added some white lithium grease, and installed it all.
I manually rotated the system without power using the sanding disk and it bound up at “F”.

I took off the belt and manually moved the control sheave back and forth. It moved easily. At the position for slow speeds the sheaves looked like this: I’m at a loss.
Any ideas?

That pix appears to be the control sheave with the belt NOT on the pulley.
The pulley is fully closed which SHOULD be beyond the "slowest" speed possible.
I have to ask re the motor belt. Is it an OEM belt?
I would do the following:
Verify the motor belt is correct.
Remove the belt from both pulleys(merely insure the belt is NOT interfering with the movement of either movable sheave).
Set the high speed stop with the 'screw' flush with the 'top' of the lock nut.
Adjust the speed control at the high speed stop position.
Set the indicator dial at "fast".
Reinstall control knob.
Manually run the speed control down to "slow".
The speed control should operate from fast to slow with the control sheave moving from NEAR fully open to NEAR fully closed.(the indicator ring MAY go slightly beyond fast and beyond slow at the extreme settings)
Run the speed control back up to fast.
Assuming the control sheave moved from high to slow and back correctly, reinstall the motor belt onto both pulleys.
Again adjust the speed control from fast to slow while manually rotating the pulleys(use sanding disk on quill).
This time the floating sheave should do the opposite as the control sheave(move from NEAR fully closed to NEAR fully open).
Again assuming the control sheave AND the floating sheave operated correctly, try adjusting it under power.
IF this in NOT successful,come back and we can start over.
I believe you may have a motor belt that is too long.????
I believe the speed indicator dial is not synced correctly.
I believe the high speed stop was set incorrectly(the lack of sufficient threads mentioned earlier).
Realize the belt MUST be correct!
The high speed stop MUST be correct!
The speed indicator dial MUST be be installed correctly.
Any one of those NOT being correct will lead down a path similar to that just traveled.

I will do as you suggest but as an FYI for now I’m using a Shopsmith belt 504193. The width varies from .461” to .481”. I didn’t get the length.

There was a period in the past when the SS belts were being made too narrow. It is possible yours is one of them.
However that would not alter what I said above.
It would result in a slight shift in the belt positions.

Part number 504193 is the old motor belt part number. The new one, just in case you need it is 521682.
I have to ask how the "Faces" of the sheaves look. Is there and unusual wear or damage to the face where the belt rides? Especially the motor pulley sheaves. The hardest work for the speed control system is the belt pulling the motor pulley sheaves apart.
Still follow JPG's suggestions but it wouldn't hurt to check the sheaves closely to.

I kinda followed JPG’s suggestions. Two things - I bought a new belt from Jacob Anderson. And I do not fully understand the syncing of the speed control. But anyway.
I put all the pieces together setting the three stops and indicators per JPG. Without a belt and with just the speed controller I manually turned it from fast to slow several times with no problem. Then I connected the quadrant to the control sheave, again without the belt, and manually ran it from fast to slow several times without a problem and the control sheave moved OK. I then installed the new belt and manually ran the speed controller from fast and it bound up at “F”. I then plugged it in and ran it with the same result. On fast the new belt sits just slightly proud of the motor sheaves. This pic shows the state of the quadrant when it bound. The new belt is certainly bigger than the old one. I rebuilt this SS in 2014 and put a new belt on it then. I have not used this SS that much since the rebuild. The new belt has “15x675” on it. The faces of the sheaves were smooth then and appear to be smooth now.
I don’t understand the speed dial calibration or syncing thing. As I said in the beginning I have read (many times) the single page document on resetting the speed dial and I don’t understand it. Can you please try to educate me on that?
