Using 3450rpm did not work for me but I learned something about my machine today. The motor does not operate at 3450rpm. It is at 3584rpm.
When I set the speed dial so that the idler shaft rotates at 3584rpm the two sheaves are very nearly identical and the quill speed is 2250rpm. The speed dial is at "M". The motor spring is 2" long.

This kind of AC induction motor has a slip range for the RPM. When it exceeds an ideal speed based on the frequency and number of poles it will actually become a generator and slow down the rotor to keep it back in the allowable range. Depending on the load it will frequently spin faster than a nameplate speed like 3450 RPM.
