To repair, I would try attaching an aluminum plate to the underside of the insert with JB Weld.
I did that to repair a broken speed changer and it has worked well.

Yes, the damage circled below was done when I was seven-hole punching stacks of paper to fill my Day Planner with non-proprietary paper stock.

If I were doing that, I'd lay a wide board on the table to place the paper on. Then adjust the quill to just drill into the board about 1/8°. that way it cuts through to paper, but stops short of the table.
SS 500(09/1980), DC3300, jointer, bandsaw, belt sander, Strip Sander, drum sanders,molder, dado, biscuit joiner, universal lathe tool rest, Oneway talon chuck, router bits & chucks and a De Walt 735 planer,a #5,#6, block planes. ALL in a 100 square foot shop.
