If the quill feed handle is let go after removing the quill housing or the quill feed spring shaft is turn CCW (from the Speed Control Dial side), the spring can become unhooked.
I slip the snap retaining ring on the shaft out to the thread area so I can slide the spring housing away from the gear until I can see the spring end hole/slot. You can see if the quill spring is broken at the hole. If not, I use a small flat blade screwdriver to rehook the spring end on the rivit that is located in the shaft. It may take several tries. The bigger spring hole goes over the rivit and the spring narrow slot hole slides under the rivit head.

Well it has been a busy couple of days with this quil. The spring came off the screw a few times (I'm not sure why this started to happen, I may have been turning the handle the wrong direction:o ) Also, I dropped the spherical washer down into the casing (twice) causing more wasted effort:eek: .
Anyway I waxed and cleaned everything up and sadly the quill is still sticking. It's freer than before but I still have to keep nudging the handle to get it to retract all the way.
Also, when I was fishing for the spherical washer I found another washer and I cant figure out where it came from. It's a flat washer with tube attached (like a top hat - about 3/16" thick) and the diameter fits around the quill pinion perfectly. At first I thought that it fit inside the spherical washer but ruled that out because the mystery washer would not fit around the woodruff key in the pinion. According to parts list I have already accounted for all the washers on the pinion. Also I had just replaced the motor so I know it was not there from before. Anyone recognize this washer?
Not sure if you picked this up already but the quill spring should be tensioned with 3 full turns of the quill feed handle before inserting the quill.
To tension, turn the handle in the direction that you would normally turn the handle to extend the quill. If you turn the handle the wrong direction you can ruin the quill spring or unhook the spring from the screw which can be a pain to re-hook at times.

Thanks Ed, that's it alright (in the third photo from your first link) I guess it fell out of the Quill, do you know what holds it in place inside the quill?
If you have a single bearing quill it just slides on the shaft as you see it in the pictures above that picture. Once it is inside and the spline shaft is in the nylon drive and ring assembly it stays in place... well until you pull the quill again...
Have you verified that the parts on the quill feed shaft are all there and in the proper order (second link)?

There is one other possibility concerning the "quill that hangs". You mentioned that you bought this Mark V used. Has it always had the hanging quill? It could be that the quill was dropped onto the floor and bent before you bought it.

Does it always bind in the same place? That would be a clue where to look for WHY. Look for 'high' spots where a bind may be occuring. Do not over look the splines (inside the barrel). Does the nylon(white) coupler slide freely on the splines?(all the way into the barrel)[Try this with the quill AND the coupler in your hand(not in the SS)].
