Speed at mid-range when dial is at slow speed

I Have a used 56 and wanted to use the disc sander. Speed dial was just ahead of low speed but when I turned it on it was running at atleast half speed. I turned the speed dial lower than slow, toward the high speed side of the speed dial plate, it slowed down at the fast speed setting. I realize now I probably shouldn't have gone in that direction. As I dialed past slow toward high speed the speed increased to half speed at the low speed setting with a rough sound but smoothed out as the speed went up.
My 85 Mark V doesn't act like that. Could the speed plate, slow to fast just be out of place? Or is it belts etc.
I know it sounds confusing

I'll give that a try when I get back from a road trip DownEast on Wednesday. Where does the PDF info come from? I guess I should invest in some manuals, what would you suggest for maint. and repair literature?
