First thing I noticed was this: insert the other end "just up to the end of the casting". (at the headrest end)
Wholly cow! When I first got a look at mine the bench tube was easily a 1/4" further in. And the Way tubes had a vast gap between the cap and the headrest.

You are absolutely correct. The built in stops are located in the Base and not in the Headrest.
At the Headrest end, if you run the Bench Tubes right up against the Extension Table Tubes it might be difficult (or impossible) to close the Tie Bar down far enough. The Tie Bar will be limited in travel by the Base. To fix that, loosen the Bench Tubes at the Headrest end and pull it back until the Tie Bar drops in place and then retighten the Bench Tubes.

That is a very good estimate (analysis) of those photos. Actually those tubes are two pieces of EMT that I use as tubes from time to time and they are 24" long.

By the way, Dusty, the rehabilitation process is moving right along.
Everything was off. Everything was fighting everything else, as you suggested.
I got the base and bench tubes set, then the headrest end synchronized up using the ol' jiggle-n-torque method, and basically using the floor as 'base' reference. Now trying to figure out tube lengths.
Much progress. Much optimism.
