I've made hundreds of wheels using methods very similar to dusty's using several different belt and disk sanders.

I have made wheels buy cutting squares the size I want drilling the center hole and sanding them round with an 80 grit belt. I makes lots of dust but worked great.

The best method I have found for making wheels is a hole saw in a drill press.

I have a jig similar to Dusty's, however I prefer using the SS sanding disc to the belt sander. I feel I get less flexing and better control. I usually start rounding the wheel on the scroll saw. It takes longer, but if I'm careful I can a wheel that only needs a kiss of sanding.
