Maybe the previous owner turned the dial while not on?
Is there any way to fix this?

Search the forum for repairing the speed control assembly, also known as the porkchop. Also, we could use a bit more information. Does the speed control turn freely, not turn, turn rough, etc. Age of machine (serial number). You should also watch the Sawdust Sessions on reviving an old machine. In my opinion, it would be a good time to not only address this problem, but to go thru the entire headstock and make sure everything is up to spec. This is not hard. If I can do it, anyone can. Frankly, we need a little more info to help with the diagnosis. You can pop off the back cover and take a photo of the pork chop, that would help. You may just need to lubricate the system well. Here are some instructions for lubrication.
What happens when you turn the speed dial while the machine is not on? The short answer is you'll break something. The variable speed pulleys that allow the speed to change must be rotating for the belt to slide up and down on the pulleys (sheaves). You could strip the speed changer gears, break the clip on the back of the pork chop, bend something, etc. A spring compresses the lower sheaves so if the pulleys are not rotating, the spring will firmly clamp the belt between the lower sheaves. When running, the belt can "walk" up and down the sheaves under the spring tension.
1. Once you pop the logo cover off the back side of the headstock, check to see if the loop on the end of the upper shaft (control sheave) is over the porkchop spring (Part Number 86 here).
2. Pull the speed changer handle off the front of the headstock. You'll have to remove a small set screw behind the handle to remove it (photo #4 on this post). Inspect the gear to see if the teeth are making contact with the external ring (planetary gear) (photo # 5 same post above). Lubricate this area with graphite.
Will the speed dial turn at all? Or does it turn but the speed doesn't change?

SS# 150851- Does that mean its between 1973 and 1978?
No gears are stripped on the speed controll. I'm lubricating according to the SS links. It moves better and feel that may be all it needed. There is some slack that the worm gear has about 1/8-1/4" that it moves in an out like play in the part. Does it need replacing?
Having trouble putting it all back together as the pork chop hits the pulley.
When I push the pulley away, it "grabs" the belt and prevents it from rotating around. The belt is wedged to the pulley close to the shaft and will not move in a circle.
Going watch sawdust seccion again. Must have missed something.
I figured out what I was doing wrong.
